Setting Up Umami with GTM in a Consent Compliant Way: The Transmission Threshold, the Decision Layer and the Replay Call

Using a cookieless tool does not by itself mean consent is unnecessary, because the threshold is not cookie usage but what leaves the device. What the tracker reads, what each setup transmits, how the decision tag runs without depending on the tracker, and where the replay call changes the picture.

Whether a cookieless tool needs consent is decided by what it sends from the device, not by whether it sets a cookie. The Umami tracker reads screen size and browser language the moment it loads, and the script tag settings are parsed only after that read. The read cannot be blocked, the transmission can: the payload is cleaned before sending, and the decision tag writes straight to the collect endpoint.
